An analysis of the collected data and crime patterns over the past 6 months (January to June 2026) reveals a systemic layout and shift in the law and order situation in Kasba Upazila of Brahmanbaria district. Geographically, due to its direct border with the Indian state of Tripura, this region is historically sensitive for strategic reasons.

During the period under review, the fatality rate has increased in the area due to alleged premeditated homicides, unnatural deaths, cross-border conflicts, innovative drug smuggling tactics, and structural mismanagement. This audit report does not view isolated incidents merely as individual crimes; instead, it identifies the underlying capacity deficits of institutional structures, systemic voids, and legal procrastination. The primary objective of this report is to ensure long-term public security through institutional accountability across various administrative levels and strategic reforms of law enforcement agencies.

The border regions of Bangladesh continually face various law enforcement challenges. Kasba Upazila is known as a highly sensitive geopolitical and socio-economic junction. Due to cross-border trade and unregulated routes, crime patterns in this region are rapidly evolving.

This current research-based audit report presents an objective and impartial evaluation of the overall security situation by integrating local media reports and specialized investigative data. Although the Kasba Upazila administration conducts activities like social development and rehabilitation programs, the escalating criminal dynamics and institutional structural weaknesses have put public security at risk. This report places special emphasis on institutional accountability rather than individual blame.

3. Methodology

Specific methodological data analysis models have been utilized to prepare this audit report:

Open Source Intelligence (OSINT): Verification of open-source information and digital footprints.

First Information Reports (FIR): Analysis of official documents from law enforcement agencies.

Satellite Image Forensics: Analysis of Copernicus Sentinel-2 satellite data.

On February 10, 2026, a person named Iqbal Hossain was killed in the Shimrail area of Mehari Union. A verbal altercation and physical altercation occurred with an individual named Anwar Amin over a boundary dispute during the construction of a market. According to primary allegations, during this conflict, an individual identified as Anwar Amin's nephew, Foysal, struck with a spade, resulting in Iqbal Hossain's death en route to the hospital in critical condition. This indicates that civil disputes over land and property at the local level are transforming into fatal violence due to a lack of rapid resolution.

On March 24, 2026, the suspicious murder of a digital content creator named Deen Islam (30) took place in Shimrail village of Mehari Union. Allegations state that an organized gang forcibly abducted him from his residence and subjected him to fatal physical torture.

Forensic Note: The deceased operated a social media page called 'Talash Crime Drishti', through which information regarding local drug smuggling and various criminal activities was published. Analyzing the circumstantial evidence suggests that this was not a sudden incident of mob violence; rather, it could be a premeditated attack orchestrated by local crime syndicates to restrict the free flow of information.

On May 9, 2026, two Bangladeshi citizens named Md. Mursalin (20) and Nobir Hossain (50) were killed by BSF gunfire at the Pathariaddar border of Gopinathpur Union in Kasba Upazila. According to Lieutenant Colonel S. M. Shariful Islam, Commanding Officer of BGB Battalion 60, the alleged individuals had entered Indian territory for smuggling purposes, and during an ensuing scuffle upon their return, the BSF opened fire.

5.2 Direct Conflicts Between Smugglers and BGB

During the first week of June, acting on a tip-off about illegally imported Indian Basmati rice in the area adjacent to Nayanpur Bazar, members of the Saldanadi and Shoshidol BGB camps seized a truck loaded with rice. However, immediately following the seizure, a group of 15-20 individuals armed with local weapons carried out an attack, obstructing government duties, wherein several BGB members, including Lance Naik Didar Husain, sustained injuries. This proves that a structural economic relationship has developed between smuggling syndicates and the local power structure.

Subterranean Hoard Beneath Bed: In a recent special operation, approximately 70 kg of cannabis was recovered, cleverly hidden underneath the bed in a residential bedroom. However, the principal owner, Monir Hossain alias Kala Monir (an accused in 23 cases), remains at large.

Smuggling in Egg Crates: On April 15, 2026, Kasba police arrested three individuals with a total of 34 kg of cannabis in three separate operations, unmasking innovative drug transportation tactics such as hiding drugs inside luggage, specifically fitting them onto bodies, and inside egg crates.

Under the leadership of Sub-Inspector (SI) Faruk Hossain, Kasba Police Station has established a remarkable precedent by seizing the highest amount of narcotics and arresting a massive number of accused drug dealers. In narcotics recovery statistics, Kasba Police Station has secured the first position across the entire country.

11.1. Macro Context and Procedural Disconnect

In order to evaluate the qualitative standards and professionalism of local law enforcement's response process in safeguarding border public security, preventing crimes, and protecting investigative journalists, two specific incidents have been reviewed in parallel as case studies at this audit desk. The first incident involves an alleged attempt to apply direct psychological pressure and compromise the security of an investigative journalist, and the second pertains to the investigation of a general citizen's disappearance and subsequent mysterious death.

Analyzing the administrative and legal proceedings of these two differing incidents reveals profound procedural voids (Structural Gaps) in the local police station's response capacity and a disconnect in processing digital and field-level evidence.

11.2. Incident-based Case-Studies and Audit Analysis

[Case-Study 01: Journalist Security Risk]

Citizen Missing (May 25) ──> Diary Filed at Police Station (May 27) ──> Delayed Response & Subsequent Body Recovery from Pond

Case-Study 01: Investigative Journalists' Legal & Physical Security Risk Audit
On June 12, 2026, a specific and severe alleged death threat was directed toward the founder of Black Lens 2.0, following which a legal docket (Application Tracking No: YXOK8*) was submitted on the online GD platform.

An analysis of the administrative trail of this docket yielded the following results:
Negligence in Processing Digital Evidence: Despite the applicant instantly handing over the audio file of the threatener and detailed digital logs directly to the Officer-in-Charge (OC) of the station, the local investigative apparatus failed to include this 'Investigative Lead' in official documents.
Erosion of Transparency and Natural Justice: The application was unilaterally 'cancelled' via an automated message without any prior communication with the applicant or issuing a notice to provide supplementary information in person.

Case-Study 02: General Citizen's Missing Diary and Investigation Efficacy Audit
On May 25, 2026, a citizen named Md. Hossain Mia (37) mysteriously went missing from Kuti Choumuhani Bazar in Kuti Union, leading his family to file a GD at the police station. Subsequently, a formal missing diary (GD Number: 1638) was recorded at Kasba Police Station on May 27, 2026.
Delay in Initial Response: Following the submission of the missing diary, a visible lack of pace was observed in the preventive or investigative actions of the law enforcement agency.
Procedural Deficits in Investigation and Mysterious Outcome: Even while the missing diary remained active, due to a lack of field-level surveillance and rigorous searching, the victim could not be rescued alive. Later, the dead body of the citizen was recovered from a pond.

11.3. Core Institutional Findings (Core Accountability Findings)

Violation of Emergency Response Principles: According to the general directives of the Code of Criminal Procedure (CrPC) and Police Regulations Bengal (PRB), whenever there is a risk regarding a citizen's life, safety, or disappearance, the primary duty of the law enforcement agency is to undertake protective or investigative measures in the shortest possible time.

Lack of Technical and Field-level Connection: The cancellation of the GD due to a lack of database coordination despite receiving digital evidence, and the recovery of a body due to a lack of field-level investigation despite an active legal missing docket, are incongruous with modern crime patterns and citizen risks.

Tendency to Evade Investigative Accountability: This procedural deficit creates an informal 'environment of impunity' for local crime syndicates or criminal elements.

Specific Allegations and Alleged Financial Transactions: Incorporating verified data based on a specific allegation: money must be paid even to file a GD at Kasba Police Station. Although filed online, in 80% of GD cases, victims are required to visit the police station, and for the majority of GDs, between 500-2000 BDT must be paid to the Duty Officer or a specific middleman. To dispose of a complaint or resolve a problem, an amount ranging from 2,000 to 5,000 BDT is demanded. However, this amount fluctuates depending on the individual and specific contexts.

11.5. Institutional and Operational Audit Report of Kasba Police Station

Subject: Special evaluation on the law and order management, legal compliance, and institutional autonomy of Kasba Police Station.
Source Basis: Formal and public statements made by the Station Chief (Officer-in-Charge) regarding the local law and order situation and administrative challenges.

11.5.1. Executive Summary and Strategic Insights
The recent public statement by the Kasba Station Chief (OC) presents a documented and structural picture of the operational capacity of field-level law enforcement, adherence to statutory obligations, and the mutual influence of Local Power Dynamics.
The Equation of Non-Collusion (Logic of Non-Collusion): According to administrative norms, corruption or unethical collusion always occurs in secrecy. Publicly disclosing such pressures can essentially be considered a strategic "pushback" or resistance by the administration against the unethical demands of alleged influentials.
Public Statements as a Strategic Shield: When internal administrative warnings or legal constraints are ignored by alleged influential circles, there is a visible tendency to utilize public statements as an institutional tool.

11.5.3. Politicization of the Policing System and Structural Impacts
The statement by the Station Chief is a manifestation of the deep and systemic impact of alleged local influentials over field-level law enforcement agencies:
Pressure to File Motivated Cases: The tendency mentioned by the Station Chief to include the names of entire groups or innocent people in FIRs over past enmities or local feuds, despite their non-involvement in an altercation, indicates a malicious attempt to use the police station as a tool to suppress adversaries.
Erosion of Legal Autonomy: Relying excessively on local mediators rather than applying the state apparatus's own intelligence or independent legal authority in maintaining public order diminishes the institutional autonomy and administrative authority of the police.

11.6. Field-level Law Enforcement Surveillance and Institutional Accountability Audit

Direct Observation and Operational Laxity: To evaluate the field-level role of law enforcement agencies in preventing cross-border smuggling and narcotics transportation, a direct observation was conducted at a specific out-point (exit route) in the Kasba border area.
Unrestricted Passage of Vehicles: During a brief observation window of just 27 minutes at the said out-point, a total of 13 suspicious and unidentified loaded vehicles crossed the out-point without any obstruction or search. Even in the presence of top officials, not a single one of these 13 vehicles was subjected to minimum screening or document verification.

Audit Focus: Protection of civil rights within Kasba Police Station, lack of coordination in the chain of command, and deficits in administrative accountability.

18.1. Documented Summary of Events and Context

Serious allegations have been raised against certain incumbent officers of the Kasba Police Station regarding the harassment of a victimized citizen (Zakir Hossain), unethical financial transactions, and harboring an alleged middleman syndicate instead of providing legal assistance. According to received complaints and preliminary information:

Genesis of the Fraud: A person named Zakir Hossain handed over 8 lakh BDT to an alleged local middleman named Bashir for the purpose of traveling abroad. When the victim failed to be sent abroad after a long period and demanded the return of his money and passport, a conflict ensued.

Threats of Motivated Cases and Traps: Over demands to recover the owed money, the alleged middleman syndicate threatened to falsely implicate the victim in a motivated rape case. Allegations state that when Zakir Hossain went to Bashir's house to ask for the owed money, he was ensnared in a premeditated trap; police were called via 999, and the victim along with his brother-in-law were taken to the police station.

18.2. Institutional and Procedural Deviations

The behavior allegedly exhibited toward the victim in police custody constitutes a clear violation of the Police Regulations Bengal (PRB) and the fundamental framework of the criminal justice system. The audit review has identified the following procedural deviations:

Financial Irregularities and Arbitrary Detention: Specific allegations have arisen that SI Shamim of Kasba Police Station unethically extorted 25,000 BDT under the pretense of releasing them from lockup and saving them from the alleged false rape case.

Extra-Judicial Mediation: Instead of taking legal action to recover the owed 8 lakh BDT, the then Second Officer of Kasba Police Station, SI Monir Hossain, acted as a 'Guarantor' taking the accused Bashir's side, and mandated a 4-month timeframe for the return of the money. This role of the police is legally ultra vires.

Weaponization of Law: The implicit threat of using sensitive clauses like the Women and Children Repression Prevention Act as a weapon to silence a creditor creates a severe crisis of public faith in the judicial system.

18.3. Administrative Response and Formal Confessions

In the interest of this audit, when the Investigative Desk of Black Lens 2.0 attempted to officially communicate with the accused police officers, an extremely uncoordinated picture of the chain of command and institutional accountability (Fragmented Accountability) was unveiled:

Non-cooperation by Officer-in-Charge (OC) and SI Shamim: When contacted, the then OC of Kasba Police Station, Abdul Kader, and SI Shamim, who was directly accused of extorting the money, refused to provide any statements. From an administrative perspective, this silence (Non-responsiveness) is fundamentally a tactic of opacity and evading accountability.

Partial Confession and Blame-shifting by Second Officer SI Monir: To the audit team, the then Second Officer SI Monir Hossain admitted the authenticity of the entire event and promised a resolution to the victim. Most significantly, he officially confessed that SI Shamim unethically accepted the said 25,000 BDT, although he claimed not to be involved in the money extortion process himself.

18.4. Audit Findings: Internal Incoordination and Erosion of Trust

This official confession by SI Monir and the shifting of blame onto a colleague constitutes a severe 'red flag' for the internal chain of command of the Kasba Police Station. This proves that:

The incident of taking a citizen hostage to extort money is not an isolated complaint; rather, it is corroborated and proven by the statement of the station's own Second Officer (Corroborated Evidence).

The admission by an officer of the same station regarding the unethical acceptance of money by another officer proves that the institutional chain of command in the local policing system is weak and uncompromising against personal interests.

When the station administration is accused of turning into a medium of exploitation instead of being a protective shield for general citizens, and its own members shift blame against one another, it severely questions the fundamental basis of the rule of law.

Legal Protection Level: TLP:AMBER (Restricted distribution and considered an objective cyber security dossier).

15.1. Executive Insights: 'Silent Killers' and Invisible Cyber Risks

A trusted news website can become dangerous to general readers while keeping its external appearance intact. This report primarily analyzes the supply-chain compromise and the risk of alleged malware distribution affecting channelhd24.com (IP: 5.9.99.183) and similar regional news portals.

15.2. Malware Delivery Chain and Technical Evidence

Forensic analysis observed the presence of an alleged ClearFake or EtherHiding-style loader.
Hidden Loader: A Base64 encoded JavaScript remains hidden in the page header of the website.
Blockchain Interaction: Once decoded, this script sends an 'eth_call' to a blockchain record or BSC Testnet smart contract.

15.3. Supply-Chain Risk and Ecosystem Analysis

This cyber risk is not merely a technical flaw of a single website; rather, it is a systemic vulnerability in the development and hosting supply-chain of regional media portals.
Developer Layer: The use of the NewsFlash-Pro or itpolly theme kits has created the risk of a uniform vulnerability spreading across multiple portals.
Comparative Risk: While channelhd24.com is marked as 'CRITICAL', other portals within the same supply-chain ecosystem like citvbd.com (High Risk) remain at systemic risk concerning software provenance.

15.4. Institutional Accountability versus Individual Liability

Although this audit is conducted in cyberspace, it is by no means intended to prove any specific individual guilty. The roles of the identified individuals or institutions are considered here as a 'chain of accountability'.

16.1. Executive Insights: Structural Threats and 'Blind Journalism'

The news presentation by several local social media-based TV platforms in Kasba Upazila has currently become an extreme paradigm of 'blind journalism' or 'PR Journalism'. Lacking basic common sense, the process by which they are publishing news by blindly imitating supplied documents is not only contrary to journalistic ethics; it is creating a systemic tool to question valid law enforcement operations in court.

16.2. Time Paradox and Chronological Confusion

At 11:10 PM on April 21, the Kasba police conducted a special anti-narcotics operation in the Shitalpara area. Official documents marked the next day, April 22. Social media outlets copy-pasted the provided press release verbatim and published news on the afternoon of the 22nd, claiming the operation would happen "at 11:10 PM" that day.

16.4. Threat Matrix: Specific Risks for the Judicial System

Legal Risk and 'Alibi Shield': Police operational documents note that the accused Md. Nazim Uddin Bhuiyan fled. Defense lawyers can use this misleading timeline propagated by the media as a shield in court, claiming the police documented the operation at the wrong time. Consequently, the accused could secure unjust advantages regarding bail by proving a false 'alibi'.

Procedural Risk: Media platforms broadcasting future news during the day creates legal doubt regarding the timing of the original police FIR and seizure lists.

Tarnished Institutional Image: Broadcasting news of a night-time incident during broad daylight raises questions about police transparency among the general public.

A. Immediate and Administrative Steps (Short-term & Administrative Actions)

Reforming the Emergency Response System: To avert severe incidents like the failure of additional forces to arrive during a recent 6-hour clash at Kasba Police Station, a specific 'Emergency Response Matrix' and 'Contingency Routing' plans must be implemented. Immediate field-level action must be made mandatory instead of neglecting GDs regarding missing persons or death threats.

Rapid Legal Settlement of Civil Disputes: To prevent the recurrence of homicides stemming from border and land disputes in Shimrail and Araibari villages, local administration and police must collaboratively ensure rapid legal resolution or Alternative Dispute Resolution (ADR) processes for land-centric conflicts.

Internal Security and Evidence Management at Police Stations: 'Access Control' must be strictly enforced by completely barring outsiders' access and photography opportunities inside police station detention facilities. Seized evidence (like vehicles) from narcotics and other operations must not be handed over under any informal compromise or political pressure; disposals must strictly comply with Section 103 of the CrPC via courts.

B. Institutional and Structural Reforms

Suppressing Cross-Border Crime and Syndicates: To halt smuggling at borders, attacks on the BGB, and the 'recruitment' of marginalized people into illegal trade, a coordinated task force of police and BGB must be formed.

Preventing Structural Negligence and Unnatural Deaths: To prevent unnatural deaths like electrocution via exposed rural electric wires, railway deaths, and highway accidents, the Electricity Board, Traffic Division, and Railway Authorities must immediately conduct structural safety audits and ensure necessary fencing and safety protocols.

Zero Tolerance on Environmental Crime and Dredging: The local upazila administration must intensify regular mobile court drives to halt the silent destruction of agricultural land (illegal dredging) and soil extraction, as proven by satellite data (NDVI).

C. Long-term and Technological Enhancements

Enhancing Digital Forensic Capacity: The technological capacity of the police station must be enhanced to analyze digital evidence (such as audio call records) received from citizens or journalists and act promptly.

Cyber Security and Media Accountability: Constructive awareness must be fostered to halt malware distribution or supply-chain risks by local news portals. Simultaneously, to address the risk of police operations being questioned in court due to 'copy-paste' or 'blind-journalism' lacking minimal verification, information verification protocols must be ensured for local journalists.

Strategic Recommendations - Alleged Visa Fraud & Extra-Judicial Mediation

Confession-based Departmental Investigation: Treating the "confession regarding SI Shamim's acceptance of money" given by the then Second Officer SI Monir Hossain as primary evidence, an independent departmental investigation (Internal Affairs Investigation) must be initiated immediately by the higher district police authority (Superintendent of Police).

Prohibiting Extra-Judicial Arbitration: A strict administrative circular must be issued and enforced completely prohibiting any form of informal arbitration, acting as a guarantor, or mediation by the police station in financial transactions or civil disputes.

Legal Protection Against False Cases: Legal action must be taken under Section 211 of the Penal Code against the middleman syndicates (Bashir and others) threatening to file motivated and false cases, so that victimized citizens obtain a Legal Safeguard.

14. Drawing Attention of Relevant Authorities and Necessary Steps

📌 Accountability Protocol: Based on the specific evidence, data analysis, structural weaknesses, and institutional deviations obtained in this audit report, the formal attention of the following authorities is being drawn to undertake necessary reforms and legal steps.

Ministry of Home Affairs & Police Headquarters: To ensure an impartial Internal Affairs Investigation regarding the systemic delays in responding to citizens at Kasba Police Station, alleged unethical financial transactions, and allegations of Extra-Judicial Mediation highlighted in the audit.

Anti-Corruption Commission (ACC/DUDK): To take effective and formal steps in tracking the roots of the Black Economy generated via alleged local visa fraud rings, corruption in the health sector, and illegal dredging.

Border Guard Bangladesh (BGB) Headquarters: To meticulously evaluate intelligence surveillance and patrolling capacities to prevent cross-border smuggling, armed attacks on BGB by local syndicates, and border killings of ordinary citizens.

Deputy Commissioner (DC, Brahmanbaria) & Upazila Administration (UNO, Kasba): To adopt a zero-tolerance policy against the silent destruction of agricultural land (illegal dredging) as proven in satellite forensics (NDVI) and ensure the rapid legal settlement of land-related civil disputes, thereby preventing homicides or mob violence.

Bangladesh Rural Electrification Board (BREB): To investigate the institutional and administrative negligence responsible for the fatal electrocution incident in Niamatpur village and immediately conduct structural safety audits of hazardous exposed electrical lines.

Police Bureau of Investigation (PBI) & CID: To ensure objective investigations backed by digital forensic analysis for sensitive criminal cases such as the murder of digital content creator Deen Islam, the murder of Ratan Mia in Araibari village, and the mysterious death of Chayan Banik.

Just as auditing or critiquing any society or structure is crucial, similarly acknowledging the contributions of honest, humane, and professional individuals within that structure is equally essential. In protecting law and order in Kasba Upazila and ensuring the security of the general public, Black Lens 2.0 expresses profound gratitude and respect toward two recently transferred police officers from Kasba Police Station. Under extreme adversities, their utmost professionalism and humanitarian perspectives have continually inspired our investigative endeavors.
