Administration Conducts Shadow Investigation for Local Godfathers – 2 Arrested in Kasba Meanwhile.

Following the loss of life due to firing by the Border Security Force (BSF) at the Sipahijala border in Tripura, India, information regarding an extensive network of cross-border smuggling syndicates has come to light. According to reports from leading Indian media outlets such as ‘The Assam Tribune’ and ‘Tripura Net’, a large consignment of fish fingerlings and other illegal goods was at the center of this incident.

Following this incident, local administration and intelligence agencies have become active in identifying the mastermind of the syndicate on the Indian side, as well as capturing the godfathers within Bangladesh. Meanwhile, in a special operation by Kasba police, two local smugglers evading customs duties were arrested.

Based on an objective analysis of the incident and obtained information, the outline of this organized criminal syndicate and the activities of law enforcement agencies are presented below:

What Consignment Was Being Smuggled?

  • According to reports from various Indian media and claims from local residents of Dhwajanagar, the incident occurred at the zero point near Gate No. 101 of the Pathariadwar border under Madhupur Police Station in Sipahijala district, just before 11:00 PM on Friday.
  • Indian smugglers had gathered a massive consignment of fish fingerlings near the barbed wire fence.
  • Taking advantage of the darkness, the Indian smugglers fled the scene. Subsequently, the BSF fired upon the Bangladeshi group that came to collect the boxes of the consignment.
  • Alongside fish fingerlings, this route has long been utilized for smuggling narcotics, clothing, cosmetics, cumin, mobile displays, and stolen motorcycles.

Indian ‘Mastermind’ Identified

  • Indian media has revealed sensational information regarding the modus operandi of this cross-border smuggling ring.
  • Citing local sources, The Assam Tribune and Tripura Net reported that a specific organized syndicate controls this route in the Sipahijala district.
  • An influential individual named ‘Sumon’ from the Miyapara area in India has been identified as the kingpin of this ring.
  • Under his leadership, the supply chain of illegal goods is operated from the Indian side to the syndicates residing in Bangladesh.

Bangladesh Intelligence Searching for Local ‘Godfathers’

  • Following this fatal incident at the border, top intelligence agencies in Bangladesh have initiated a rigorous investigation.
  • Intelligence surveillance has been intensified to identify the ‘godfathers’ who are the primary financiers and are controlling this massive syndicate from within Bangladesh, moving beyond the field-level smugglers.
  • Since hundi or illegal money transactions have a significant impact on such cross-border trade, intelligence officials are scrutinizing the financial transactions and institutional involvement of influential figures.

Kasba Police Station Raid: 2 Arrested and Goods Recovered

  • Strict measures have also been initiated locally against the smuggling network.
  • Acting on a tip-off, a special team from Kasba Police Station conducted a raid at 12:30 AM on the night of May 10, 2026 (May 11).
  • Under the leadership of Sub-Inspector (SI) Faruk Hossain of Kasba Police Station, the accompanying force conducted this operation in the Noagaon area of Gopinathpur Union under the station’s jurisdiction.
  • During the operation, a large quantity of smuggled goods evading customs duty was recovered.
  • At this time, police arrested two local smugglers, Malo and Monir.
  • Regarding the operation, the duty officer at Kasba Police Station stated, “Operations by Kasba Police Station are ongoing to apprehend all those who are being identified”.

Casualties and Current Situation

  • The bodies of two Bangladeshis, Nabir Hossain (40) and Md. Mursalin (22), who were killed in the border firing incident, were handed over on Saturday following a flag meeting.
  • However, no statement was available from anyone responsible at the 60 BGB Chandidar Camp regarding the overall border situation and this specific incident.

Overall Analysis

This 856-kilometer-long international border between Bangladesh and Tripura is highly sensitive due to its geographical nature. According to analysts, it is now most imperative to bring the masterminds of this syndicate under the framework of the law by ensuring institutional accountability and through coordinated actions by law enforcement and intelligence agencies of both countries.

Furthermore, The Fundamental Questions That Remain

Review from the Perspective of Law, Treaties, and Human Rights:

  • Bilateral Treaties: There is an agreement between the border guarding forces of Bangladesh and India (BGB and BSF) that lethal weapons cannot be used against unarmed civilians at the border or in no man’s land. There is a directive to use non-lethal weapons (such as rubber bullets, stun grenades) instead to control the situation.
  • International Law and Human Rights: According to international human rights law, shooting and killing someone directly outside of an absolute self-defense situation is completely illegal and a severe violation of human rights. The right to life is a fundamental right.
  • Legal Process: If someone attempts to cross the border illegally or stays in no man’s land, the rule is to detain them, hand them over to the police under the prevailing laws of the respective countries, and subject them to the judicial process.
  • Right to Self-Defense (Exception) and Its Abuse: Legally, only one exceptional context exists: if an armed extremist or terrorist group launches a lethal attack on the border guarding forces and the lives of the personnel are endangered, only then do they have the opportunity to open fire as a last resort in self-defense. However, human rights activists complain that for the past few years, this legal safeguard has been repeatedly abused as a shield to legitimize numerous extrajudicial killings occurring at the Indian border.

* The age of the deceased Md. Mursalin and his identity as a student, obtained through independent investigation, strongly reinforces the question: how could a common student launch a lethal attack on armed forces?
