In a major breakthrough under the special security operation “Devil Hunt Phase-2,” Kasba Police have successfully apprehended Rifat Kha, a notorious terrorist, identified land grabber, and an active member of the banned organization Chhatra League. Rifat is known as a high-profile associate of former Law Minister Anisul Huq, who is considered one of the primary orchestrators of the July genocide.
The arrest was executed at approximately 8:00 PM on Wednesday (December 31, 2025) in Tetaiya village. Rifat Kha, the son of Makhan Mia, has long been a figure of dread in Kasba Upazila.
Allegations of Oppression and Terror
According to investigative reports, Rifat Kha was directly involved in organizing and executing attacks on student protesters during the July Movement. Utilizing the political influence of Anisul Huq, he maintained a reign of terror for over a decade. His criminal profile includes:
Attack on Students: Directly accused of leading assaults on demonstrators during the July uprising.
Organized Crime: Numerous allegations of extortion, illegal land occupation, and harassing ordinary citizens during the tenure of the previous fascist government.
Violence Evidence: He is identified as a key associate in the brutal daylight attack on December 14, 2024, which was documented in viral video footage and widely reported across various media outlets.
A Challenge for Kasba Police
For the Kasba Police Department, bringing a terrorist like Rifat Kha to justice was a significant challenge. Kasba has historically been a region where the associates of the former Law Minister exerted immense pressure on the administration. By arresting him at the very end of the year, the police have demonstrated remarkable bravery and a commitment to restoring law and order. This operation is seen as a vital step in cleansing the administration’s image from previous allegations of sheltering political cadres.
Administrative Stance
Regarding the operation, Ripon Das, the Officer-in-Charge (Investigation) of Kasba Police Station, stated:
Police remain ever-vigilant to thwart any attempts to disrupt peace and order. Terrorism will not be allowed to rear its head in Kasba under any circumstances. Rifat Kha is facing multiple specific allegations; he is currently under interrogation, and strict legal action will be taken following a thorough investigation.”

Public Sentiment and Investigative Outlook:
The arrest has brought a profound sense of relief to the general public in Kasba. Civil society representatives believe this move will weaken the “case-trading” syndicates and the network of political brokers that have long plagued the local administration. However, investigative observers emphasize that this is only the beginning. They maintain that the masterminds behind Rifat and their collaborators within the administrative corridors must also be brought to justice to ensure lasting peace.
